When a person decides to speak to you, it means that they have something to communicate. It follows that one should listen, but that is not always the case. Some don't really listen when others speak.

If you are a person who really listens then you will have people come close to you. Everyone loves to be listened to. It is love, in a sense.

When you don't really listen when a person is speaking to you, it is quite rude. I wouldn't want to waste my time speaking when you don't listen. It shows arrogance or excessive pride, or just that you don't have a good relationship.
