National Strategy of Higher education Improvement in Afghanistan

         The new strategy is made to constitute a state and private high quality higher education system in Afghanistan that could respond to the development necessities of the country, that could improve the welfare quality of the community and be a credible system all globally. The strategic plan of Higher education in governmental and private sector is tabled in 2004, published formally by UNISCO in 2005, revised in 2006 and finalized in 2008. The plan is for five years, from 2010 to 2015.  It costs 564,353,000$ for the government and its donors.  The most remarkable and emphasized part of the strategy which will get the most funding is investing on workers and professional teachers of the universities. The strategy is done under the consideration of UNISCO, World Bank and higher education ministry of Afghanistan.

The strategy is consisting two programs:

First, the higher education improvement program is to improve the education, research, pervasiveness of education and supplying related services to the community and people of Afghanistan.

Second, to improve the leadership and management of a coordinated and organized system of higher education that be able to provide high quality higher education services.

The strategy is funding these two programs, as following.

Education

  1. 1.       Professional workers and teachers improvement 135,755,000$.
  2. 2.       Curriculum and educational materials improvement 10,260,000$.
  3. 3.       Educational equipments and fundamentals 358,159,000$.
  4. 4.       Education improvements in universities 7,475,000$.

 

v  Management and leadership of higher education system

  1. 1.       Supervision  3,375,000
  2. 2.       Improvement, availability and fundamentals of the higher education system 29,035,000$.
  3. 3.       Entrance examination 1,160,000$.
  4. 4.       The quality and reliability 3,300,000$.
  5. 5.       Funding strategies 1,210,000$.
  6. 6.       Education network and national research 14,604,000$.

              

In 2008, 5.5 percent of the teachers had PHD in their related field that it should increase to 20 percent. The percent of teachers by Masters Degree is 30.7 that should increase to 60 percent. The number of teachers with License Degree of university should decrease as low as possible. The strategy will work to increase the level of higher education all over the country, especially in comprehensive and national universities of the country. It will continue to provide the circumstances to be taught Masters and then gradually PHD Degrees in different faculties in Afghanistan. Higher education is a very significant part that helps us to develop our war-torn country, make new fundamentals for the society, make a professional educated generation, encourage creativity, make the situation ready for the community to develop, and be a part of the modern world.
