DISASTER OF MANAGEMENT IN PAKISTAN (PART 1)

p>Disaster management stands for tactical and technical response in tackling catastrophic incidents like flood,earthquake,drought tsunami and nuclear radiation.As these disasters bring unprecedented devastation to the life and property of the people so the maximum efforts to limit or minimize the scale of destruction become very necessary.It is not blinking the fact that Pakistan is vulnerable to disaster risks from a range of hazards including avalanches,cyclones,storms,drought,earthquakes,floods,glacial lake outbursts,landslides and rivers erosion.Such a cycle of multiple threats is to cause widespread damages as in 2005 earthquake and 2010 floods.Broadly speaking,disaster management involves certain phases like rescue,relief and rehabilitation effectively planned and enforced by an efficient,powerful and resource-rich organization able not only to effectively minimize the risk but also to assess the risk and take reduction measures as well.

Though the active emergency response approach has been on cards in Pakistan as evident from The Calamity Act of 1958 yet a systematic framework has been developed recently after 2005 earthquake in Azaad Jammu Kashmir and then KPK.A National Disaster Management Commission has been established under the chairmanship of Prime Minister through National Disaster Management Ordinance 2006.It is a highest policy making body whereas the National Disaster Management Authority is its executive arm aimed at coordinating and monitoring the implementation of National Policies and Strategies on disaster management.It is further entrusted with the responsibilities such as:hazard and vulnerability assessment,training,educating,awareness,risk management,planning emergency response system and capacity development for post-disaster recovery.

After knowing about such a mechanism to cope with the disastrous situation,it is very important to throw some light on the devastating floods of 2010 which indeed have enhanced the need of more effective machinery and raised the fears of further such-like hazards.It was in 2010 that swelling rivers of Indus and its tributaries wreaked havoc across that country.These floods affected people more than those of 2004 tsunami and 2010.Haiti quake taken together due to unprecedented heavy rainfall in the catchment areas of rivers namely Indus and its tributaries-Kabul,Swat and Kuram</
