Plastic Animation Paper has been available on the PC for years. For free.

Recently, the developer has been working on a modern Mac version. I missed his Kickstarter but he didn't make his goal, unfortunately.

For free software, it looks incredibly powerful. But until I get on the beta testers list, the old PC version runs fine in a virtual environment like Parallels or VM Ware. It's just old as the hills.
