Some transaction platforms legally act as wholesalers for digital products -- so they are totally accountable for any VAT administration, not really you. The best known the first is Clickbank, but there are other people.

So if you list your items with a reseller, you can maintain selling in all EU nations to your heart’s content, but nonetheless sleep well at night understanding that no tax man may ever come knocking on the door.
