I think whoever wrote this in the picture must be joking, because who would do a budget like that not including food allowance and other essential needs?

It is a habit used by people who do not know what is necessity and what is called an extravagance. To them what makes them happy is a necessity.Hard earned money as an employee.. It really saddens me that after you hold it,it disappears like magic. Everyday lives cost money. We should be aware what is considered necessity and the unnecessary. I really hate it when someone spends a lot of money on things that is not fit for his income.
