SAARC,Its Principles,Objectives and causes of failure

Introduction

      Regional trading blocks have been grownup in all over the world knowing to new economic realities and challenges faced by the nations states the present day world.

      There are many regional organization exists such as EU,EFTA,OAU,NAFTA,ECO,ASEAN etc.The basic aim of the establishment of all these organization is economic intergration.

     In the view of constant conflicts among south Asian some scholars predicted that prospects of cooperation this region do not seem to be very bright.But if countries like France and Britan can engage in regional cooperation in the shape EEC,why the south Asian states can not cooperate.There are some factors due to which South Asian states cooperate with each other.

1. The growing intervention of major powers in the international affairs of South Asian.

2. They can compete with the developed states economically if they attain self-reliance through mutual co-operation.

3. The presence of weston powers in the indian ocean also passes the seriouse threat to freedom of the region.

Formation of SAARC.

       In December 1985,the head of the states of south Asia viz Pakistan,India,Bangladash,Sarilanka,Nepal,and Maldives held a summit at Dhaka.After due deliberation they decided to setup a secretarial and issued a declaration for the creation of SAARC.it is noteworthy that the idea of the creation of SAARC was given by the President Zia-ul-rehman of Bangladash.

Principles of SAARC.

1. Sovereignity.

2. Territorial integrity.

3. Political independance.

4. Non-interference in nternal affairs of other states in mutual benefits.

Objectives of SAARC.

Major Objectives of SAARC are following.

1.To promote the welfare of the people of South Asia and to improve their standards of liviing.

2. To accelerate the economic growth,social progress and cultural development n the region.

3. To promote collective self-reliance amonth the south seian states.

4. Mutual cooperation in specific fields and the building of trust and understanding of each
other problems.

5. To strengthen cooperation among themselves in international forums on the metter of common interst.

6. Promoting of cooperation with other developing states and regional and international organization.

Achievements of SAARC.

few achievments of SAARC which are following.

1. SAARC has developed an understanding among the member which has led to the reduction of tension in the region.

2. The SAARC regional convention on suppression of terrorism signed by foreign ministers during the Kathmandu summit came into force n Agust 1988.

3. Establishment of SAARC food security resrve programs

4. The establishment of SAVE programme which broadcast items of popular interest.

5. Substantial progress has beed made fot the launching of SAARC tourism scheme.

6. The member states have derised modulities for confronting many importing issues such as poverty,terrorism,durg and trafficking etc.

7. Institutional arrangements such as south asian development bank,south asian development fund etc have been initiated.

8. An understanding has been established between India and Bangladash on Gangas water.

Causes of failure of SAARC.

Few caused which are following.
1. Internal Instability.

2. Bilateral disputes.

3. Constitutional flaws.
