According to my opinion best criteria for scholarship or awarding some thing is taking test and interview because this is best judgments for scholarship. this way tells the ability of student that what he knows about their syllabus and what knowledge he gain in his education careers this is solid proof for examiner who is best student because our examination system is not good therefore test and interview is best tool for judgment , in our examination system student use unfair means and cheating material for getting marks and grade and almost maximum student success getting high marks therefore judgment should not be made on semester or year exams .

Examination system is not good therefore some knowledgeable student did not get marks due to some reason therefore this is best tool to get test and interview for scholarship and also there is some criteria for marks those student gets high marks then there should be some special scholarship for these student .

Apart from this there should be scholarship for those student who did not have much money or they are poor and government should give them scholarship without taking test and gives them books and their admission should be free.
